Under Ordinance 17-1004, the City of West Hollywood established a mandatory seismic retrofit program for existing wood-frame commercial and multi-family buildings with soft, weak, or open-front (SWOF) wall conditions. The ordinance also addresses cripple walls and sill plate anchorage in older wood-frame structures. The program was officially implemented on April 17, 2017, and the ordinance went into effect on April 1, 2018.
The goal is straightforward: reduce earthquake-related risk and improve life safety for occupants of buildings whose ground floors, typically because of tuck-under parking or large open-front wall lines, lack the lateral strength to resist seismic loads.
Priority Groups
West Hollywood assigned affected properties to one of three priority groups based on size and configuration:

The Compliance Process
Screening Report. A California-licensed Civil or Structural Engineer performs a structural evaluation and prepares the screening report. This determines whether the building is subject to the ordinance, whether SWOF conditions exist, and whether a full retrofit is required, or whether the building qualifies for exemption.
Retrofit Plans. If retrofit is required, a licensed engineer prepares a complete engineered plan set, lateral analysis and calculations, soft-story wall strengthening design, diaphragm and collector upgrades, foundation anchorage, and all structural details and material specifications needed for City plan check.
Permit and Construction. Once plans are approved, a licensed contractor pulls the permit, construction begins within the required window, and the City performs inspections at key stages. Final inspection and permit sign-off must be complete within 5 years of the Notice.

West Hollywood has a robust rent stabilization program, and retrofit projects on occupied buildings carry tenant-protection obligations. Owners must provide proper notifications, follow the City’s requirements for tenant habitability during construction, and coordinate any temporary relocations according to local rules.
